Police in Hagerstown, Maryland have arrested 30-year-old Robert Wilson for first-degree assault and child abuse, after a 9-year-old Jack Garcia (his girlfriend’s son), who had been restrained with handcuffs as punishment for eating a piece of birthday cake, and then punched in the stomach, died from his injuries.
